The success of any theory should be proved by developing apt technology. Implementation of technology requires human resource. As far is infrastructure development is concerned the lack of human resources is faced universally. And the nations are making it up by importing of human resources. Any way this is a universal issue.
All infrastructure development is based on the technology of basic Civil Engineering. And for the effective execution of infrastructure the roll of the three tiers human resources like technical experts, technical supervisors and skilled workers are essential. The technical institutes in India were formed in that way when Pandit Jawaharlal Nehru formulated technical education system in India by modeling the then Soviet Union. Our Engineering Colleges, Polytechnics and ITI’s were formed in that concept, for producing technical experts, technical supervisors and skilled workers. But our education system has failed to build the technocrats with enough career for executing our infrastructure. Most of the engineering personal are not able to apply the basic engineering in their services where ever they are acting. Technology is for the development of our world and it should be multi dimensioned to cater the needs of the society.
Academic curriculum concentrates only in the basic knowledge of engineering. Only when a technocrat can use this engineering in the construction of various infrastructure, we can ensure the correct application of engineering for the society.
Universally we can see that the technologies are developing day by day for accommodating increased and accelerated need for infrastructure. At present the technologies are demanding to address the ecological issues. As far as the under developed third world countries are concerned the cost reduction techniques are also to be addressed.
Many technologies for cost effective constructions are being developed in varies countries. Pre-fabrication is one among these advanced technologies now in practice and economical method of construction, which is used for various Civil Engineering structures in our country. Possibility of exploiting these advantages of pre-fabrication is not utilized due to the lack of knowledge of modern technologies.
Through alternate technologies we are trying to do a very meaningful intervention in the building of our infrastructure. Basically the alternate technology is developed in Civil Engineering against the conventional technologies. The mindset of a technocrat is to be changed for alternate technology to cop up with the real application of engineering for the society. For the success of Alternate Technology the three tiers of technocrats are to be trained. Alternate technology is different from conventional technologies and its practices and hence, the bare human resources can’t be used for this.
The technocrats who deal with alternate technology should accept and follow the spirit of alternate technology. The technical supervisors should be able to execute the work and the skilled labourers are to be trained for the successful execution of works.
Feeder has worked in this way for the last ten years. Along with the innovation in technology the technocrats were also trained. The variety of projects undertaken by Feeder are effectively executed by own human resources. |
